A bunch of selfrighteous bullies want to set some "new rules" in town while the police in Halifax (Nova Scotia, Canada) are on strike. They try to scare all the gays and lesbians in a bar, but by accident the owner of the establishment is killed, and the leader of the bullies then decides to execute all witnesses. One guy, though, escapes and takes refuge in an isolated block of flats. The young tenants in the house refuse to hand over the survivor, and the bullies then decide to get rid of all the residents in the house. This turns out to be not so easy, because the young people in the house barricade their apartments, set up traps and arm themselves in order to fight back, and this inevitably leads to more bloodshed and killings.

It took place on August 26, 1991 at Madison Square Garden in New York, New York. it is remembered for the on-screen wedding of Randy Savage and Miss Elizabeth, dubbed "A Match Made in Heaven" by announcer Vince McMahon. This was contrasted with "A Match Made in Hell", which was a handicap tag team match between WWF Champion Hulk Hogan and The Ultimate Warrior against Sgt. Slaughter, General Adnan and Colonel Mustafa. Among the other on-screen highlights of the event was The Legion of Doom defeating The Nasty Boys to win the WWF Tag Team Championship. The team became the only tag team in wrestling history to have held the WWF Tag Team Championship, the NWA World Tag Team Championship, and the AWA World Tag Team Championship. Another highlight was Bret Hart winning his first singles championship in the WWF when he defeated Mr. Perfect for the WWF Intercontinental Championship.
Stephen Chow plays a loser who's girlfriend has run off to get married, she mets a very lousy con-artist (Teresa Mo), thanks to her he's in trouble with a local mob boss (Roy Cheung). Meanwhile another low life (Ma Wu) is in trouble with the same boss, he's ordered to rob a rich man's house and he'll split whatever he steals with the mob boss. Chow and Mo go to the same house to rob it by trying to draw the occupants out of the home with free tickets to go see Sally Yeh. Wu has beforehand lured away the maids from the house with the help of a filipino party-animal. But chaos breaks loose as they confuse each other with a relative of the occupant and the occupant respectively. Each thinking the other has money, they keep on trying to scam each other here and there. Wu even goes so far as to hire Amy Yip to seduce Chow. Mo is jealous and tries to have her breasts enlarged so that hers are even bigger than Yip's...
